Romans 3:11says that none seek God. Romans chapter 3 sets forth several failings
of mankind that reveal their guilt before God.
Acts 17:26-27 recognizes man's capacity and God's desire for man to seek, grope, and find Him, as Paul states: And He has made from one blood every nation of men to dwell on all the face of the earth, and has determined their preappointed times and the boundaries of their dwellings, so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us.
It could be argued that no one seeks God on his own initiative.
It is through the Word of God and through the conduct of His people that God draws people to the truth. Satan knows very well that people are saved through hearing and believing the truth, and so he does what he can to deceive and blind: Now the parable is this: The seed is the word of God. Those by the wayside are the ones who hear; then the devil comes and takes away the word out of their hearts, lest they should believe and be saved. Luke 8.11-12
John 6.44, should be understood in light of John 6.45: It is written in the prophets, `And they shall all be taught by God.' Therefore everyone who has heard and learned from the Father comes to Me. Those who are drawn by the Father to Christ are those who have been taught by God, who have heard and learned.
Paul states in Romans 11.11,14 that one of the reasons for the salvation of Gentiles in this dispensation (apart from the national salvation of Israel first) is to “provoke” the Jew to jealousy and so save some of them.
The unregenerate can respond to God. The reasons as to why multitudes don’t respond to God are various. But a few major reasons are ignorance of the Word of God and lack of solid Christian testimony. The Word of God, as Jesus said, is spirit and life, John 6.63. And through the life and testimony of believers, the Spirit of God can convict the world of sin, righteousness, and judgment, see John 16.8-11.
